Application open for the Emergency Broadband Benefit Program


The Federal Communications Commission (FCC) has launched a temporary program to help families and households struggling to afford internet service during the COVID-19 pandemic. The Emergency Broadband Benefit (EBB) provides a monthly discount toward broadband service for eligible households. Pioneer Connect has elected to participate in this program.

About the Emergency Broadband Benefit

The EBB will provide a discount of up to $50 per month towards broadband service for eligible households and is limited to one monthly service discount per household. This program will conclude when the fund is expended or six months after the end of the public health emergency.

Household eligibility

  • Meets the qualifications for participation in the federal Lifeline program
  • Has applied for and been approved to receive benefits under the free and reduced-price lunch program under the Richard B. Russell National School Lunch Act or the school breakfast program under the Child Nutrition Act
  • Has experienced a substantial loss of income since February 29, 2020, that is documented by layoff or furlough notice, application for unemployment insurance benefits, or similar documentation or that is otherwise verifiable through the National Verifier or the NLAD.
  • Has received a Federal Pell Grant under section 401 of the Higher Education Act of 1965 in the current award year
  • Meets the eligibility criteria for a participating provider’s existing low-income or COVID-19 program, subject to approval by the FCC

When and where can I sign up for the EBB?

The program has been authorized by the FCC, and begins May 12, 2021. Households already participating in the Lifeline program automatically qualify, but will need to enroll through Pioneer Connect or another service provider. Other households wishing to apply must determine eligibility through the National Verifier.
